The Witches Council has been around for centuries, it's job is to try to keep the Witch community between the fey and humans. It consists of 13 elders usually from all over, they try to tread the fine line and keep the witches of their regions on it too. They are currently trying to keep the fey quiet and prevent an uprising. Not that it's working too well.
Though they are not a ruling body, they do have a book of guidelines that all witches are given personally by one of the council and the young witch given opportunity to ask questions or advice of the council member.
The Witches Council also makes sure all witches are properly trained, lest their powers accidentally come out in front of the normal humans.
Council members are elected by the witch community and may be voted out at anytime if they believe the council isn't working as well as it should.

We still have 13 witches council members up for grabs - they can't be young folks, though.
Most of the fey are still up, anyone not listed in the table below is free game. A list of the original fey is here.
